Throughout his career, Frank has earned a reputation for developing and delivering strategies that drive top-line revenue growth and bottom-line savings. From high-volume recruiting and hiring that recaptured tens of millions of dollars in business, to regional recruiting offices that reduced reliance on high-cost sub-contractors, Frank develops, optimizes, and deploys solutions that enable billion-dollar-plus businesses to scale with efficiency and effectiveness.

Most recently the Senior Vice President and Chief Human Resources Officer (CHRO) of Vectrus, Inc., Frank led the 9-month transformation to spin-off the entity from Exelis. After establishing a new human resources organization, infrastructure, and talent programs, Frank has continued to build and scale global HR capabilities, operations, and functions spanning talent and leadership development, employee experience and benefits, and organizational improvements for the company’s 7,200 employees in 27 countries.

One of Frank’s most notable achievements at Vectrus is his launch of the company’s first dedicated diversity, equity, and inclusion (DEI) organization. After appointing a high-potential leader to executive director, Frank has guided the development and introduction of strategic programs aimed at embedding DEI across the global enterprise.

Before leading the Vectrus spin-off, Frank served as vice president and director of human resources for ITT Exelis Mission Systems, where he led the talent programs, organizational strategies, and HR operations that drove the delivery of a $1.2B portfolio of government service contracts. By delivering scalable programs, policies, and frameworks, he powered business growth, efficiency, and capability development across 6500+ employees at 140 sites in the US.

In earlier roles with ITT Corporation, Frank served as director of human resources for the West Coast Region, focused on right-sizing the 2,400-member organization with $2.7B in product sales to support the transformation of the company’s Defense portfolio; vice president of human resources for Communications Systems, where he unified five disparate benefits programs and chaired the Ethics and Compliance Review Board (ECRB); and Director of Employee Relations for the Systems Division, where he oversaw HR programs and strategy for 3200 personnel and 1800 subcontractors in the Middle East and served an 11-month assignment in Kuwait.

Frank earned his MBA in finance and human resources from Fairfield University Dolan School of Business. He also holds a Bachelor of Arts in theology with a minor in government from Georgetown University. He is a Certified Labor Relations Professional, Certified Behavioral Interview Trainer and Interviewer, and Certified Six Sigma Green Belt.

He lives in Colorado Springs, Colorado, with his youngest daughter, where he enjoys all the outdoor activities that Colorado offers.
